(1) If a scholarship is received from a foreign government or any organization for study or training in any subject before the scholarship is requested from any ministry or agency of the Government of Nepal and the scholarship is compatible with the national plan. If found, the commission shall approve the subject of such scholarship and send the open competition or departmental competition for such scholarship to the relevant ministry or agency. If the scholarship received from a foreign government or any organization is provided on behalf of a particular person or if it is made available personally upon the request of a foreign government or any organization, no action will be taken against such scholarship.
